New San Francisco bridge built in China to be shipped to US

Next month, four enormous steel skeletons, the last of the 12 segments of the bridge, will be shipped 6,500 miles from Shanghai to San Francisco before being assembled on site.
The bridge, which will connect San Francisco to Oakland on the other side of the bay, is a sign of how China has moved on from building roads and ports in Africa and the developing world and is now aggressively bidding for, and winning, major construction and engineering projects in the United States and Europe.
After building forests of skyscrapers in Beijing and Shanghai, showpiece buildings like the Bird’s Nest stadium and the Guangzhou Opera House, and a high-speed rail network that is the envy of the world, Chinese construction companies are flush with cash and confidence. This week, Wen Jiabao, the Chinese premier, lobbied David Cameron to give the contract for the UK’s new high speed rail link to a Chinese company.
According to Engineering News Record, five of the world’s top 10 contractors, in terms of revenue, are now Chinese, with likes of China State Construction Engineering Group (CSCEC) overtaking established American giants like Bechtel.
CSCEC has already built seven schools in the US, apartment blocks in Washington DC and New York and is in the middle of building a 4,000-room casino in Atlantic City. In New York, it has won contracts to renovate the subway system, build a new metro platform near Yankee stadium, and refurbish the Alexander Hamilton Bridge over the Harlem river.
In Europe, meanwhile, China has signed deals with Serbia for a bridge over the river Danube and a connecting road to Belgrade. A £215 million deal will see Chinese firms refurbishing and upgrading a Serbian coal-fired power plant, while China is building a new mobile phone network in Hungary and wants to sell Bulgaria a nuclear power plant, built from a French design.
“The European construction market is huge and the Chinese are very interested in it,” said Werner Buelen at the European Federation of Building and Woodworkers, an umbrella organisation for Europe’s construction trade unions. “At the moment, they seem to be running a pilot programme to decide whether to access the market directly by bidding on contracts or whether to buy European construction companies and then use those to access the market,” he added.
“They have a very clever mechanism, with several advantages. The first is financing, which they have better access to because Chinese companies are mostly state-owned. It is getting more and more difficult for European contractors to access financing, and you need to have a lot of finance in the construction industry,” he said.
“Then they have managed to transfer Chinese workers, who are cheaper.
They can also use construction machinery they have built in China.
Finally, because they can generate still profit despite their low bids, they use that money to hire famous architects and demonstrate they can deliver a project above the normal standard”.
However, earlier this month, China was fired from its first major prestige project in Europe, the new A2 motorway in Poland for the Euro 2012 football championships. After bidding 44 per cent lower than the Polish government had budgeted for the road, a Chinese state-owned building company found it was unable to pay its workers to finish the job.
“It is difficult for Chinese companies,” said Wang Shouqing, a professor at the International Engineering research department at the elite Tsinghua university. “They are not familiar with Western culture, law or standards. What happened in Poland was a very bad example for other Chinese companies. It could take another decade or even 20 years to put our footprint on Europe and the US.” The embarrassment in Poland led China’s State Council to publish a notice on Monday warning the heads of China’s state-owned companies that they would be “punished” if their companies negligently lost money on overseas projects.
Norman Haste OBE, an engineer whose projects include the second Severn crossing and the design of Heathrow’s Terminal 5, said he had encountered Chinese firms bidding aggressively in the Middle East and that he had a “high regard for what they have done in recent years”.
He said: “Their capabilities are second to none, and they are able to finance projects. There is a big demand for new investment in Eastern Europe and similarly in the United States and they will do well there.” But he added that the history of protectionism in the French, German and UK markets might be harder to break.

CAMP PENDLETON, Calif. – Marine instructor Maj. Daryl Desimone stood before an auditorium filled with fatigue-clad troops, carrying an unequivocal message: It’s OK to disagree with letting gays serve openly in the military. It’s not OK to disobey orders.
He explained that the impending repeal of “don’t ask, don’t tell” is an order, one heard by generals and rank-and-file alike as the military tries to change the culture of a traditionally conservative institution.
Only a few of the roughly 150 Marines stepped up to ask questions.
One stood up from a back row and demanded to know why his religious beliefs were being “put aside” in favor of gays, forcing him to “basically grit my teeth and bear it.”
“It’s not really open to discussion,” Desimone said. “Nobody’s trying to change your mind.”
Sexual orientation will now be a private matter, just like religion or politics, he said.
Sgt. Jay Milinichik, of Tulsa, Okla., stood up to ask what would happen if a Marine refused gay roommates.
Marines won’t have separate barracks or showers based on sexual orientation, Desimone said. He added that signing up for the Marines comes with an expectation of less privacy.
That said, officers may decide to separate roommates to preserve peace, just like they do now when roommates argue.
Marines will not be allowed an early discharge for opposing the policy but exceptions will be considered, Desimone said.
“You can’t just walk up and say, ‘I don’t like this. I’m outa here,'” he said.
Classes like Thursday’s for the Combat Logistics Regiment 17 of the 1st Marine Logistics Group are being held at military bases around the world. The Marines expect to finish training by June 1, with all military branches done by summer’s end.
The repeal of the 17-year “don’t ask, don’t tell” policy would go into effect 60 days after the president, defense secretary and chairman of the Joint Chiefs of Staff certify that lifting the ban won’t hurt the military’s ability to fight.
Gen. James Amos, the Marine Corps commandant, testified last year that permitting gays to openly serve could disrupt smaller combat units and distract leaders from preparing for battle.
When he appeared this month before the House Armed Services Committee, he said he had been looking for problems that might arise under the new policy and hadn’t found any “recalcitrant pushback.”
“There has not been the anxiety over it from the forces in the field,” he said.
In small group discussions, Marines are being asked to consider their reactions to a wide range of scenarios, from seeing a member “hanging around” a gay bar to hearing locker-room jokes from others who refuse to shower in front of gays.
There is nothing wrong with “hanging around” a gay bar, the training materials state.
The officer who witnesses the loud locker-room banter aimed at gays and lesbians should remind the Marines any discrimination or harassment is inappropriate.
If a Marine spots two men in his battalion kissing off-duty at a shopping mall, he should react as if he were seeing a man and woman, according to the training materials.
If he turns on the television news to see a fellow Marine dressed as a civilian and marching in a parade with a banner that reads, “Support Gays and Lesbians in the Military!” he should accept it as a free right of expression.
A top-notch Marine recruiter opposed to the new policy cannot refuse a promising applicant because of sexual orientation. The recruiter might be considered for another assignment or, at the Navy secretary’s discretion, might be granted early discharge.
Chaplains who preach at base chapels that homosexuality is a sin are entitled to express their beliefs during worship.
At Thursday’s class at Camp Pendleton, there were several questions about benefits.
Desimone said Marines must follow federal law that only recognizes marriage between a man and woman, disqualifying gays from housing allowances and other benefits afforded to married couples.
But he pondered a scenario in which a gay couple would be allowed to live in military base housing because they have children and the partner is a custodial parent.
“There are inconsistencies,” he said. “Anyone who looks at it logically will see there are some things that need to be worked out.”
After class, Petty Officer William Evans of Riverside, Calif., said he was a bit “blindsided” when the repeal was announced. The hospital corpsman lives off the base, but said he would feel uncomfortable sharing barracks with a gay man.
“Of course, it’s not something that everyone’s going to be comfortable with, but we’ll have to deal with it,” he said.
Cpl. Vannessa Huff of Spring Valley, N.Y., said she was confident of a “smooth transition.” Sexual orientation of other Marines is irrelevant in combat, she said.
“It would matter that I would save their lives, and they would save mine,” Huff said. “We all wear the same uniform.”

Do American politicians pick up Jewish votes by visiting Israel?
Sarah Palin touched down here yesterday, the fourth would-be GOP candidate for president in the past three months alone to make what somfe commentators have started to call the Republican hajj. Wearing a large Star of David around her neck, Palin prayed at the Western Wall in Jerusalem, then spent two hours with guides in the Western Wall tunnel, an archeological site whose excavation in 1996 caused Palestinians to riot. “She was clearly excited about the holiness of the place,” Likud Knesset Member Danny Danon, who accompanied Palin, told the Daily Beast. “She wanted to touch the clay in the tunnel and then touch the water in the ritual bath.”
For the former Alaska governor, the trip offers a chance to distinguish herself as more pro-Israel than other American politicians and, perhaps, to make amends for her “blood libel” gaffe in January that angered many Jews. Palin has already pointed out that President Obama has yet to visit Israel during more than two years in office. At a meeting with Prime Minister Benjamin Netanyahu, she was expected to distance herself from the position of some fellow Tea Partiers—chiefly Congressman Rand Paul—in favor of cutting aid to Israel.
But in the complicated arithmetic of vote-getting, the trip probably won’t help her with most American Jews should she run in 2012. To begin with, Jewish voters tend to be liberal. Nearly 80 percent of them cast their ballot for Democrats in every presidential election since 1992. (The McCain/Palin ticket got 22 percent of the Jewish vote in the 2008 presidential campaign, according to exit polls.) Even in the context of the Israeli political debate, most American Jews are more dovish than the current lineup of GOP favorites. Palin, for example, advocates the unrestricted expansion of Jewish settlements in the West Bank, in contrast to the longstanding American government view that settlements are obstacles to peace. Among American Jews, about 65 percent favor dismantling some or all of the settlements, according to polls.
So what draws Palin and others to Israel, including Mike Huckabee and Haley Barbour last month, and Mitt Romney in January? For one thing, a chance to curry favor with a much larger constituency that follows the events in Israel no less fervently than Jews: Christian evangelicals. The evangelical community in America numbers tens of millions and votes overwhelmingly Republican. One of its arms, a John Hagee group called Christians United for Israel (also known by its acronym CUFI), now claims to be the biggest pro-Israel organization in America, larger even than AIPAC.
Since Evangelicals tend to advocate the most hard-line positions for Israel—no compromise with the Palestinians and no withdrawal from any land God promised to the Jews—GOP candidates vie for their support with utterances that make even many Israelis uncomfortable. When Huckabee was in Israel last month, he visited a Jewish settlement and proclaimed there was no chance Palestinians would get their own state in the West Bank. Palin, albeit in a private moment Sunday, chastised Danon over Israel’s policy of barring Jews from praying on the grounds of the al Aqsa mosque, the site of the long-destroyed Jewish Second Temple. “She asked me, why are we being apologetic all the time?” he said.
“You don’t need the 70 percent of Americans who vote Democrat to support you,” Levin says. “You need a couple dozen of the right people to passionately believe you are their man.”
For Palin, of course, Israel also offers a chance to burnish her famously weak foreign policy credentials. Palin traveled to Israel from India, where she gave a paid speech and warned about the rise of China—a matter that is certainly important to Americans. But the issues that Israel embodies—grappling with terrorism, relations with the Arab world, the potential for conflict with Iran—are the most burning foreign policy questions candidates will be addressing in the run-up to the 2012 race.
“Showing up here gives them an opportunity to play in a harmless and safe way in the international arena while looking like globally savvy statesman,” says Charles Levine, who heads Lone Star Communications and has advised Huckabee and other American politicians on visits to Israel. That Israel is covered intensively by the American press is a bonus, he says. “When Al Gore visited while campaigning for president in 1991, he told me he got more publicity from two days in Israel than he would have gotten from pounding the pavement for weeks in the U.S.”
Finally, of course, there’s the matter of fundraising. Levine points out that while most Jews are liberal, many wealthy Jews support Republicans. With some of them, like the casino tycoon Sheldon Adelson or the bingo billionaire Irving Moskowitz, there’s no better way to make an impression than by having your photo taken with Netanyahu or touring the City of David—a settlement project bankrolled by right-wing Jews. “You don’t need the 70 percent of Americans who vote Democrat to support you,” Levin says. “You need a couple dozen of the right people to passionately believe you are their man.”

MTSU Basketball Player, Tina Stewart, Found Stabbed to Death; Suspect in Custody
Middle Tennessee State University basketball player, Tina Stewart, was stabbed to death at her apartment yesterday evening in Murfreesboro, TN. According to Dnj.com:
Murfreesboro Police have confirmed that the fatal victim of an apparent assault at Raiders Crossings Apartments on Hazelwood Street as Lady Raider basketball player Tina Stewart.Stewart, 21, of Memphis died as a result of the incident, which occurred around 7 p.m., according to information from police spokesman Kyle Evans.
Police say Stewart suffered multiple ‘traumatic’ wounds and that an autopsy will be performed. They originally picked up two suspects in the slaying already.
Police have arrested Shanterrica Madden, an 18-year-old freshman at MTSU, in connection with the stabbing death of Lady Raider basketball player Tina Stewart.“There was an argument,” Murfreesboro Police Spokesman Kyle Evans said. “During that argument, Madden stabbed the victim.”
